    So - the deaths of the 96 victims are found to be unlawful killings.

    I understand why there has to be action against the police and the obvious cover up - but why isn't there more focus on those responsible for the ground itself, given that something similar had happened years before, and the three fence system was the issue? Aren't they just as liable for not acting on this in the first instance and allowing it to happen again?
