How would you call that activity?

Do you know if any Graphic Design Companies work as an Agent and source out incoming jobs for Freelance Graphic Designers who do the main work?

Most of the top results in a Google search are just such companies - those who charge a paltry sum and outsource for a pittance. Not good for the client or the industry.
