As far as i'm aware, it's a franchise where you buy your town, and then populate it with paid adverts, classifieds, information, links, etc for local business in your area, and then pay a monthly franchise fee after x number of months too.

City local
A client of mine bought two of these areas a couple of years ago and started with lots of good intention. She ended up selling them for a huge loss though as she couldn't make them work.
Might not be the same everywhere though.

Competition
There is a lot of competition in this space. However, would still recommend doing a thorough investigation of CityLocal and sector before deciding one way or the other. In some ways, it really all depends on your local market. Meaning, if one of these franchise brands doesn't already have a strong foothold, and you enjoy sales/marketing, then its worth further exploration. That said, the market leader for this sector seems to be: thebestof franchise. They have 350+ franchisees across the UK.

I think some City Local franchisees are struggling because at the heart of it, it's a 'Promotion on the Internet' company and they promise good Google listings but not everyone knows how to do it.
Naz Daud, who owns the franchise, is very keen, and used to promote himself a lot on Ecademy. He also bought a license from me to distribute 299 Steps to Website Heaven to all his franchisees, and I've spoken to some of them.
At the end of the day, like any business, you are better off if you have knowledge in the sector you're buying (in this case the Internet).
Unfortunately, I think too many people have bought thinking that it would be easy and then rapidly realising that they know nothing about promoting a website.
It's not the fault of the franchise - it's a great idea and can work well.

CityLocal is an exciting and dynamic home based franchise that presents a distinct and ground breaking opportunity for just one entrepreneur in each and every area in the UK and Ireland.
I launched the franchise at the end of 2007. Since then, countless numbers of franchisees have decided to join us. Now we have over 40 franchisees. This business will not suit everybody as it does involve going out and about, meeting local business people and helping them to reach to their target market.
But don't just take my word for it. Here is what some of my franchisees say:
"CityLocal is brilliant and I really enjoy it. Every day is different and the support we get is great. With all the new things coming out it is really interesting. The look and feel of the site is really different from everything else out there and the site is really easy to use. The price is right also for local businesses to market themselves with us.
I have a strong and loyal customer base and businesses now approach me which is great. Taking this franchise was a great decision for us and I continue to look forward to building this business."
Natalie Aldred - CityLocal Wolverhampton
"I really enjoy what I am doing and it is very exciting to build a business. I believe that CityLocal or indeed the people behind CityLocal really do intend to keep it ahead of the competitors and they are thinking in the right way in as much as if we make our customers happy, the franchisees are happy and ultimately head office is happy. So everybody is focused on the right chain of events making it a successful company.
Sally Johnson - CityLocal Havant and Waterlooville
"I joined CityLocal to be self sufficient, manage my own time and manage my own business and income levels. I was looking for something that would tie in with family commitments too. When we first started running the business, it was time demanding, but now I have got to a point where I can run to my own time frame. I am really glad that I have taken this franchise and would have no hesitancy in recommending CityLocal to anybody else.

CityLocal
I am a franchisee. There is also a small monthly management fee that needs to be taking into account when you look into this franchise. The full amount does not start until your third month. You can find out more here>>>
