1. Use SEO to get your product high on search engine listings, and PPC in the short term to get your target market visiting your site.
2. Test out software submission sites such as RoboSoft
3. Explore affiliate networks & / or develop relationships with complementary online partners.

Although it's very vague advice, I can see no reason why the first two wouldn't work?

SEO is not something you can see the result in short term, isn't it?
Google will not give you too much credibility when you are a new site either.

There are some other cost effective marketing tips for software. For example, you can make short flash videos about your software and upload them to free video portals and social media sites. Participate on discussion forums where SMEs and potentials clients come. DIY, it saves your cost and enables you to get immediate response from others and increase your social network all at the same time.
